- As an adviser on Constitution to the Joint Opposition for drafting the 1973 Constitution contributed in particular to the inclusion of Fundamental Rights.
- Negotiated and drafted the 17th Constitutional Amendment Act.
- As a member of Review Committee, reviewed the Constitution for the removal of amendments made by Martial Law Authorities from time to time; and to adjust provincial autonomy appropriately.
- Review Committee held a total number of 77 meetings with each meeting lasting 5 hours and finally proposed 18th Constitutional Amendment Bill. In recognition whereof Government of Pakistan conferred on him Nishan-e-Imtiaz.
- Inter-alia, specifically introduced ‘Compulsory and free education to all children in particular 5 to 16 years age’, as a Fundamental Right.
